What Could Derail Liuwa Plain, Bangweulu and Community Conservation?

Remoteness is what makes Zambia’s wetland destinations valuable, and remoteness is what could sink them. The same distance that keeps Liuwa Plain and Bangweulu wild – far from cities, roads and reliable power – is the distance that makes them expensive to run and hard to reach. Any honest account of these landscapes as commercial propositions has to sit with that contradiction rather than talk around it, because the threats to the model are mostly practical, and they are mostly about cost and access.

The Cost of Remoteness

A lodge or conservation operation in a remote wetland pays a premium on almost everything. Fuel, supplies, equipment and skilled staff all have to be moved long distances over poor infrastructure. Power is often self-generated. Maintenance is harder and slower because parts and technicians are far away. Seasonality compounds the problem: when a landscape is only reliably accessible for part of the year, fixed costs must be recovered over a short earning window, which pushes prices up and margins thin.

This is the structural reason low-volume, high-value tourism is the only model that fits these places. There is no version in which large numbers of low-spending visitors cover the cost base. The economics force a narrow, premium market – and a narrow market is a fragile one, exposed to any shock that deters high-end travel.

Takeaway: remote landscapes cannot cut their way to affordability – they can only earn their way through value.

The Fragile Road In

Access is the sharper risk. A destination that depends on a single seasonal road, a rough airstrip or a river crossing is one washed-out route away from lost revenue. Fragile transport access does not just raise costs; it caps the number of visitors the landscape can receive and makes the whole proposition vulnerable to weather, neglected maintenance and thin public budgets for rural roads. A migration or a shoebill sighting is worth little to an operator if guests cannot dependably arrive to see it.

The response is not to pave the wilderness – that would destroy the product – but to secure reliable, low-impact access: maintained airstrips, dependable seasonal routes and the logistics to keep them open. Partnership models that pool resources across public custodians, managing organisations and private operators, of the kind set out for Kafue’s conservation partners, exist partly because no single party can carry remote-area infrastructure and operating costs alone.

Takeaway: access does not need to be grand – it needs to be reliable, and reliability has to be funded.

Who Loses First, and What Reform Answers

When a remote destination falters, the losses are not shared evenly. The excluded groups lose first: seasonal lodge staff whose work vanishes when guests cannot come, community enterprises with no buffer, and residents who took on the costs of living beside protected wildlife in expectation of a return. The operator can withdraw; the licence holder can wait. The people whose livelihoods are pinned to a functioning season cannot.

The reforms follow from naming that. Access infrastructure needs a funding model that does not depend on any single operator’s balance sheet. Community benefit needs to be structured to withstand a weak season rather than assumed away in a good one. And the true cost of remoteness needs to sit openly in every plan, so that enterprises are built at a scale the landscape and its logistics can actually sustain, not at the scale a brochure imagines.

Takeaway: the model derails from the bottom up – so the reforms have to hold the bottom first.

Liuwa and Bangweulu can carry a real tourism economy, but only one built with clear eyes about what remoteness costs and who pays when access fails. The landscapes will keep their wildness. Whether they keep a viable enterprise depends on treating cost and access not as details to be solved later, but as the central design problem from the start.
